    Wireless Broadband Access: Policy Implications of Heterogeneous Networks

    A wireless heterogeneous network can help increase the access transmission speed and contribute thereby to the broadband deployment policies of administrations and telecommunications operators. Given the technical particularities of wireless heterogeneous networks, the deployment of wireless heterogeneous networks raises a number of challenges that need to be addressed by regulatory authorities.     The cities of Piura have experienced flood disasters throughout their history, mainly related to the El Ni帽o phenomenon. The objective of this research was to develop strategies for good management of urban vulnerability reduction in the cities of Piura. The methodology used is descriptive and the procedure of the present research comprises three phases: information gathering, discussion with related entities, and desk work. The results allowed and will allow determining actions for prevention, reduction, preparation and reconstruction, as well as mitigation and adaptation to climate change.Las ciudades de Piura han experimentado a lo largo de su historia desastres por inundaciones relacionados principalmente con el fen贸meno de El Ni帽o. El objetivo de esta investigaci贸n fue desarrollar estrategias para una buena gesti贸n en la reducci贸n de la vulnerabilidad urbana en las ciudades de Piura. La metodolog铆a empleada es de tipo descriptiva y el procedimiento comprende tres fases: recopilaci贸n de la informaci贸n, conversatorio con las entidades afines, y trabajo de gabinete.     Cost assessment of elasticity for a 5G broadband network

    Special Issue: Security of Cloud Service for the Manufacturing Industry (April 2022).In the highly competitive telecommunications market, operators need to consider techniques that might lead to a more cost-efficient use of the network resources. The recently proposed concept of resource elasticity focuses on the inherent cost reductions achieved by tailoring the resource utilization of network elements, such as radio and cloud elements, to the real network demand. However, no research has been conducted so far regarding the cost benefits that such schemes could bring to 5G networks, in terms of total cost of ownership. This article makes a novel contribution by analyzing the cost benefits of employing elasticity in a 5G network providing users with a broadband service in a hotspot area. The area exemplarily analyzed was the Port of Hamburg in Germany, which is a realistic scenario and which receives a considerable number of additional mobile users when a cruise ship arrives at the port. The results show that, for the different scenarios analyzed, the total radio access network cost reductions of using elasticity compared to a non-elastic network range from 2.5% to 4.4%. Considering the edge cloud site-related cost component alone, a 16.4% saving from elasticity was found.
